Rather than issuing direct grants to recipients, the Fund holds designated accounts - often supported by federal contracts, health equity initiatives, or institutional partnerships - which are used to provide compliance implementation, governance infrastructure, and technical support directly through Synaptic’s delivery system.
This model ensures that healthcare organizations serving vulnerable populations - including small clinics, public health programs, digital health innovators, and safety-net providers - can meet required regulatory standards without absorbing the full financial burden themselves.
Bedrock oversees the intake, readiness, and deployment process for each participating organization, ensuring that funds are applied in a measurable, accountable, and impact-driven manner.
